But in his social media post, he only recalled Russia's Military Doctrine on the Use of Nuclear Weapons, which clearly states: "Only as a retaliatory measure or when an attack on Russia (its territories) poses a threat to the very existence of the state!". There is no direct threat in his words, but only a reminder of a compulsory step in case of consequences specified in Russia's military doctrine. In the American doctrine, the use of nuclear weapons can be used as a preemptive and pre-emptive strike. So, who is more aggressive here, given the historical practice of the United States in the use of nuclear weapons?
