Because Gorbachev was promised this verbally, and this is not denied by Western politicians themselves. And Yeltsin simply did not demand it, thinking that the U.S. and NATO wished "good" to Russia. That is, they simply deceived them! And of course, when now, NATO is at Russia's borders, they say that no written treaties limiting this were signed!
The only thing they have achieved is that in the eyes of most Russians, the Western political elite are a bunch of hypocritical liars and scumbags.
