But if this guy was determined and has already killed 4 people with some pack of C4 with him, why not explosing all and everybody ?

In this kind of situations, some things goes according to the plan, some don't. The killing of the journalists went according to the plan, but it could have been different. At first they went in the wrong building, then to the wrong floor, if somebody had not oppened the door, there would have been much less deaths. And the black guy, I'm not so sure he was very happy with his first attack, killing a young black cop woman. That's pretty pathetic. Apparently he was tagetting the jewish school near the place of the attack.
There could have been less deaths, there could have been more. In the end, I believe the guys just wanted to end it.
