Non-implementation of the Minsk agreements is entirely on the conscience of the Kiev authorities and their Western curators!

The Minsk agreements were made after the Kiev regime was completely defeated in Dombass in 2014, when their troops were surrounded twice.
The Minsk agreements spelled out obligations that the Kiev government was supposed to fulfill (changes to the constitution regarding the status of the Dombass territories, amnesty for all war veterans, etc.) Nothing, I emphasize NOTHING, has been fulfilled! And Germany and France, who were the observers of the Kiev regime's implementation of the Minsk agreements, did not care about it!
