A new encoding standard has been introduced some times ago.
x265 codec officially claims to reduce file size by 2 from x264 without quality loss.
But i have seen houseOfCards x264 720p episodes re-encoded with size going from 600Mo to 125Mo without quality loss!
I was also surprised to see some x-art videos with file size so small given the video time length.
This is also probably why you currently have a heated debate about "net neutrality" ,
big telco companies are perfectly aware of this game changing evolution and wants
to be able to pass increase fees before x265 become the default standard rendering the bandwidth argument meaningless if x265 and its evolutions allow to downsize videos files by a factor of 3 to 4 reducing accordingly bandwithdh use.
