It just depends on the area and the income bracket. Even my Grandmum is on Facebook. Of course I doubt she is downloading a lot of porn (and if you are, Gran, and you are reading this, please let's never speak of this!).
But, as I said, there are many people in this nation without even a telephone/cell phone, and the cost of internet is relatively high, so if you are among those that are just getting by financially, internet ranks low on the list of utilities.
As far as speed, it's all about location. Where I grew up, there is still no public water (we had a well) to this day. Again, internet is low on the list when you see how many other utilities are not reaching everyone even in this decade. France is a little different story. We are talking about an entire country that is smaller than the state of Colorado (or Texas

). So even if you are "far off in the woods" it's relative. I think there may be parts of North Georgia where you can still make a living selling VHS tapes

especially if you throw in a free Confederate flag with the purchase.
