Attackers on foot acting like a spy, entering a country legally, and opening fire in a centre out of nowhere is much much different than hijackers taking off a plane, flying it to downtown, and smashing directly into the main building. Easy Communication and having access to internet which the usa open to the whole world made it easy for terrorist to attack the USA. It was easy for the terrorist to find out how to attack the US. US meanwhile would rather make the trillions dollars and let national security go. Before the internet you dont find many terrorist attacking the USA. Only domestic terrorist were attacking the USA before the internet..
