I'm all for freedom of the internet but I can understand the porn ban on public wifi. While you're surfing porn in Costa Coffee or KFC, anyone can see over your shoulder including kids.
Many libraries in the US have WiFi now, and over a dozen computer stations for the patrons. There have been problems with men watching porn, and kids coming in to look over their shoulder. There was no blocking installed.
