Why wait for 2017 and later to launch the Shuttle if it would be done with a Soyuz rocket right now ?

There were no cameras running when it happened.
I am guessing.
When workers of the opposite sex are working in an isolated environment for a long time, they will often have sex, even though they are not married to each other. Living at the research center for a year at the South Pole, onboard a Navy ship, etc.
And so it was on board the first Russian space station. The male and female Cosmonauts had sex up there. It was accepted. No problem.
But when an American female Astronaut who was scheduled to join others on the station, found out she was expected to have sex with a Russian, she sued NASA for sexual harassment. Her lawsuit claimed that NASA did not object to unmarried people having sex on the Russian space station.
