I never heard about the project, so I Googled it. Sounds like a great concept, when it is up and running.
As to a conspiracy.......well, many years ago, before the internet, a lot of Middle Eastern money was spent to launch a telecommunications satellite, with an American launch vehicle. It would allow radio and TV stations to broadcast all over the Middle East. America was afraid that political factions would spread propaganda and start a Jihad. We were relieved when it went into the wrong orbit and was useless. Conspiracy? No one knows. The internet takes its place now.
Would the CIA sabotage the satellites of Europe? Never happen. Right. Then we find out that America has been spying on European leaders' phone conversations. I feel embarrassed by what my country has been doing with our "friends". I can understand how conspiracy theories can happen.
I did not vote for him either time.
On the more humorous side, if it happened in England, I am sure "M" would give 007 his new assignment.
